Lead-Safe Renovation and Remodeling in Hayward

Lead-safe add-on cost in Hayward

  • Small repair, one room$500 – $1,250+
  • Kitchen or bathroom remodel$1,550 – $4,500+
  • Several rooms or a whole floor$3,800 – $10,750+

Kitchens, baths, additions and repaints in a pre-1978 Hayward home count as renovation when they disturb paint, and the EPA sets the rules because California left that program to it. The EPA certifies firms and enforces its Renovation, Repair and Painting (RRP) rule.

Renovation leaves the lead in place and aims for a finished project with no dust behind. Owners in Hayward, San Leandro, San Lorenzo and the neighborhoods around them can ask for it to be planned.

Kitchen and bath remodels

Remodeling a kitchen or bath pulls cabinets, opens plaster for plumbing and pries off casings, all of which pulverize old coats. The EPA rule governs a pre-1978 house unless parts are documented lead-free, and it binds every paid trade, electricians and plumbers included.

Repainting with prep

Under the EPA rule, repair that disturbs 6 square feet or less per room inside, or 20 square feet or less outside, is minor and outside the full rule. Scraping, sanding and stripping are what make the dust, and window replacement and demolition never count as minor.

Additions and wall openings

An addition starts with an open exterior wall, and the cut passes through stucco or siding, lath and painted framing together. Plastic seals the work area, the ground is covered and each day ends with debris bagged. Title 17 holds any lead activity to containment and a clean finish.

Cleanup and cleaning verification

A wet disposable cloth wipes sills, floors and counters at the end of an RRP job, and the cloth is compared to an EPA card (40 CFR 745.85(b)). Title 17 clearance by a certified Inspector/Assessor is different and follows permanent abatement. Ask about the testing service if you want a lab result after a remodel.

Where California renovation rules stand

SB 1076 directs California to bring its lead-related construction program in line with the EPA rule. CDPH reports it is still working on those regulations, so EPA certification and the EPA rule govern paid renovation for now. The county Healthy Homes Department says projects disturbing paint in pre-1978 homes should use an RRP Lead-Safe Certified Renovator and keeps a list of local EPA-certified firms.

Work run by the City of Hayward

In a 2021 draft for comment, the City of Hayward reports that its own rehabilitation of pre-1978 properties is tested for lead and carried out under lead safe work practices. That describes the city’s programs and not private remodels, and nothing here suggests that city assistance is available.

What affects the cost

Rooms to seal and clean, people living in the house during the work, and what a test shows about each surface drive the price of a lead-safe remodel. Containment, protective gear, vacuuming and the renovator’s final wipe-down are the added items compared with ordinary work.
