Lead Paint Encapsulation in Hayward

Typical cost in Hayward

  • About 300 sq ft of trim and walls sealed, one room or the outside trim$1,400 – $4,100+
  • About 1,000 sq ft sealed, several rooms or one outside wall$4,600 – $13,800+
  • One room's walls covered with new drywall, about 350 sq ft$3,200 – $7,750+

Sound, bonded lead paint can be left in place when it is sealed by a coating or hidden behind new covering. In California the intended lifespan names the work: abatement under Title 17 at 20 years or more, an interim control below that.

Stripping stirs up more paint than sealing does, yet not every surface can be sealed. Encapsulation and interim controls are planned for Hayward, San Leandro, San Lorenzo and the neighborhoods around them.

Ways to seal lead paint

Encapsulant coatings

Sound paint on the hall walls of a 1950s Hayward ranch may qualify for an encapsulant, which the Department of Labor describes as a coating that bonds to the paint and puts it out of reach. Sashes, sills, stair treads and damp surfaces are poor fits because wear and moisture break the film down, and loose layers underneath can lift it. These are general practice points and not rules.

Enclosure with new materials

Think of enclosure as a rigid mask over the paint: drywall over plaster, paneling, or trim laid over old casings. It fits sound paint on a rough wall, and it lasts longer than a coating. Nothing is taken out, so any later cut into that wall, for new wiring say, meets the lead again.

Interim controls under 20 years

Anything built to last under 20 years is called an interim control; touching up peeling paint is the plain example. CDPH certification is not required for it. Title 17 still applies, though: containment and a clean result remain.

When removal is the better choice

Some surfaces will not hold a seal: those that get rubbed or struck, rotting wood and walls that stay wet. Strip or replace them, as the exterior and window pages describe. Sealing walls while replacing sashes works well as a pair.

Upkeep and re-checking sealed paint

Sealing does not turn lead paint into something else. For permanent abatement, Title 17 calls for a written plan with a suggested re-inspection schedule matched to the method and directions for keeping any potential hazard safe. Look for cracks, peeling and stains in between, and file the record of what was sealed.

What affects the cost

Cost depends on three things: the area to seal, the amount of loose paint to fix first, and the coating or cover. A permanent-abatement design adds certified crews, a written plan and clearance that an interim control does not.
