Typical cost in Hayward

  • Porch and railings, about 150 sq ft$1,600 – $4,500+
  • One-story house, peeling trim, eaves and siding or stucco$5,750 – $16,250+
  • Two-story house$11,500 – $34,500+

Peeling exterior paint on a Hayward house from before 1978 is a lead question first and a painting question second. Stucco, wood siding, eaves, fascia and trim are all candidates, and Title 17 treats uncontained scraping outdoors as a lead hazard, so sheeting and wall protection come before any tool touches the surface.

With 13,199 of the city’s homes dating from the 1950s, a single-story house with long runs of painted trim is the kind of building this page has in mind. Exterior work is planned in Hayward, San Leandro, San Lorenzo and the neighborhoods around them.

Exterior surfaces

Painted stucco

Stucco falls under the EPA renovation rule only if someone has painted it. Fixing cracks, adding texture or cutting in a new opening breaks up those coats. Testing tells you if they contain lead: stable layers may need nothing more than stabilizing, while failing layers come off inside containment.

Wood siding and trim

Sun and rain attack wood trim first, so siding, eaves, fascia boards, rafter tails and casings flake early. Crews keep dust low by scraping wet, applying chemical stripper or fitting new boards where old ones rotted. Containment is required on every lead job under Title 17, and nothing visible may remain at the end.

Porches, railings, gates and garage doors

On a pre-1978 lot, check the porch posts, railings, entry doors, side gates and any wood garage door. Parts that are worn or handled every day are the first to strip or swap, and a cheap piece can simply be unbolted and bagged instead of scraped where it hangs.

Ground cover and soil

Planting beds beside the wall collect paint chips, and soil with lead in it is a hazard in California. Sheeting runs past the drip line; chips are swept up each day. Cleaning up contaminated soil is outside the services offered here and would be a separate scope.

Notice before exterior abatement

Nothing starts without paperwork. CDPH Form 8551 is completed by the abatement contractor, reaches CDPH at least five days before the first day of work, and is posted at every entrance to the work area. CDPH guidance also calls for written notice to people who live in the house and in dwellings next to it, a point that counts on a duplex or a narrow side yard.

Historic screening and permits for exterior work

Hayward screens permit applications for structures at least 50 years old, or inside a historic district, to decide whether a historical alteration permit is needed. Section 10-11.050 of the ordinance exempts residential properties developed under a tentative tract map after 1946 from the historical permits, so a tract-built 1950s house may be outside the screening where a 1920s bungalow on its own lot is not. Maintenance and repair that keep design, material and appearance unchanged are not prevented, and owners must keep exteriors in good repair.

Whether a particular repaint or re-siding job needs a permit is a question for the city’s Permit Center. No Hayward permit rule specific to lead came up; the lead rules come from the state and the EPA.

What affects the cost

Exterior pricing moves with access (ground and ladders for one story, wrapped scaffolding for two), the amount of failing paint, rotted boards, stripping versus stabilizing, and the notice and clearance that come with permanent abatement.
