Paid lead inspections, risk assessments and clearance in California go to CDPH-certified people, and whoever tests a structure may not abate it. Buyers, owners, landlords and anyone about to open walls in a pre-1978 Hayward building are the readers this page is for.

The ACS dates 62.1% of Hayward’s homes to before 1980. The EPA renovation rule presumes untested pre-1978 paint is lead, so a test is optional, but it shows what a project has to protect. Testing is arranged in Hayward, San Leandro, San Lorenzo and the neighborhoods around them.

Types of lead evaluation

Lead-based paint inspection

An inspection is the answer to a where question. Each painted component, inside and out, is tested against the state line of 1.0 milligram of lead per square centimeter or 0.5% by weight, and the results come back part by part. Plan a remodel or weigh an offer with it; it will not give a yes or no for the whole house.

Risk assessment for paint, dust and soil

Order a risk assessment when danger is the question. Dust wipes come from floors and window sills, soil samples from bare ground by the walls, and the assessor also looks at flaking and chalking paint, because Title 17 lists lead in dust and soil as hazards. A toddler at home, a rental notice or a repair list to rank can each be a reason.

Clearance after the work

Clearance follows permanent abatement: a visual inspection plus dust samples, by a certified Inspector/Assessor or Project Monitor outside the abatement crew.

Samples collected by the owner

Collecting your own dust, paint chip and soil samples for an accredited lab is something Alameda County’s Healthy Homes Department explains step by step, and CDPH permits owners to sample their own home. It satisfies curiosity. A buyer, tenant or contractor will still want the certified report.

What the written report contains

Form 8552 is the record: CDPH’s form for a hazard map, how and where samples were taken, lab results, the year built and whether children live in the home. CDPH is sent a copy within 30 days, and the client files the form and its attachments with the property papers.

Testing around a sale or a lease

Sales and leases have separate lead rules. A purchase of a pre-1978 house opens a federal 10-day period for a lead inspection or risk assessment, adjustable only by written agreement, and CDPH says California wants a certified Inspector/Assessor to perform it. A rental unit certified lead-free by an inspector, however, is exempt from the federal disclosure.

What affects the cost

An inspection costs more as the building grows and its painted components multiply. Risk assessments add lab fees for dust and soil. Clearance is billed as its own visit after the work, and a rush report or tenant scheduling can alter the plan.
